На этот вопрос нет однозначного ответа. Конечно, журналисты стараются писать по-русски, потому что читатель, в целом, имеет право не знать латинских букв. Транскрипция иностранной фамилии производится так, чтобы она была близка к произношению на языке оригинала. В таких случаях журналист, грубо говоря, лезет в гугл и смотрит правила чтения. В итальянском, испанском и немецком правила простые, для японского и китайского существуют хорошие (и тоже несложные) системы транслитерации. А какой-нибудь корейских или тайских - ужасны. Проблемы возникают и с английским (вот Лестер или Глостер по-английски пишутся совершенно жутко, а произносятся именно так). Так что алгоритм здесь такой: 1. поискать по-русски - есть ли устоявшаяся транслитерация 2. если нет - попытаться понять, как это правильно читать на языке оригинала 3. и не слишком переживать. Ляпы с незнакомыми фамилиями бывают, тут главное Хокинга Хавкингом не назвать - такое, конечно, недопустимо.
